Crime Information
High Risk Warrant Service. Service of an outstanding arrest warrant for non-payment of child support totaling $140,549 is being served on one Franklin Jefferson Hall.

Warrant service coincides with Confidential Informant information connecting Hall to a string of violent bank robberies occurring throughout the greater Los Angeles area.

The method of operation (MO) has been the same in all six robberies:
Each have occurred in under a minute and a half, with one robber calling out the time; each have resulted in at least one customer or employee being shot in an act of intimidation; stolen vehicles are used for the assault cars while rental vehicles are used for switch and escape; robbers are heavily armed and dressed in tactical clothing.

Location Information
The warrant service location is Hall's hillside home. There are two entry points: the front door and a basement side door. Good cover exists at both. A detached garage is located at the front of the house. Special care should be taken in and around the garage as the structure cannot be assumed to be clear of threat.

Knock and notice are the requirements of the day.

Additional Information
A background check indicates that Hall is unemployed and has no visible means of support and yet owns his residence and two vehicles and pays his property taxes totaling $16,000 per year.

Suspect Information
Hall has served time at California State Prison, Corcoran for first degree murder in the commission of a robbery 1974 - ‘89. Hall is to be considered armed and dangerous.
